O R D E R :

Petitioner is stated to have made representation to Respondents 1 to 4 on 10.10.2022 for return of items mentioned therein to defend O.S. No. 399 of 2021 on the file of the X Additional Chief Judge, City Civil Courts at Hyderabad filed by the 1st respondent for recovery of money, but the same was not entertained is the complaint in this Writ Petition.

2. Details as narrated in the Writ Petition are, petitioner is a licensee of T.T.D. Kalyanamandapams at Hyderabad, Parigi and Doma of Ranga Reddy District as one group. He was the highest bidder in the open auction conducted by the 1st respondent – Tirumala Tirupati Devasthanams (TTD) on 22.08.2013; accordingly, Article of Agreement dated 24.10.2015 was executed in his favour, initially, for a period of two years, on an annual license fee of Rs.63,14,000/- with renewal clause for further one or two years with annual increase of 33.3%, for a maximum of four years. As such, before expiry of initial two-year period, petitioner is stated to have made representation to the 2nd respondent for extension, which was granted on 18.11.2017, thereafter, the representations dated
