Heard Sri P.Raja Sripathi Rao, learned Senior Designate Counsel appearing on behalf of Sri P.Krishna Reddy, learned Counsel for the petitioner on record, Sri T.Rajinikanth Reddy, learned Additional Advocate General appearing on behalf of respondent Nos.1 and 2 and Sri S.Dinesh Kumar, learned counsel appearing on behalf of respondent Nos.3 and 4.
2. The petitioner initially filed the present w rit petition dated 15.07.2024 seeking prayer as under:
“Declaring the action of the 2nd respondent in disqualifying bid of the petitioner vide Tender ID.No.522961 in the Tender Document bearing No.1460/ICDS-ECCE/2024 dated 26.06.2024 as illegal, arbitrary, in violation of principles of natural justice and contrary to the Tender conditions and set- aside the same and consequently direct the 2nd respondent to open the Technical and Financial Bid of
