This writ petition is filed by the petitioner seeking to declare the action of respondent Nos.2 to 4 in rejecting her Mutation Application Nos.2100269152 dated 29.11.2021 mentioning that “Seller Details not Tallied” and 2100272775 dated 07.12.2021 mentioning that “Vendor is not Pattadar” in respect of the land admeasuring Acs.4-36 guntas in Survey No.102/aa situated at Mazidpur Village and Gram Panchayat, Abdullahpurmet Revenue Mandal, Ranga Reddy District, as being illegal, arbitrary and in violation of Article 300A of the Constitution of India.

2. Heard Mr. K. V. Rusheek Reddy, learned Counsel for the petitioner, and learned Assistant Government Pleader for Revenue appearing for respondents, and perused the material available on record.

It is submitted that in the year 2013, the petitioner purchased an extent of Acs.4-12 guntas in Survey No.101/A and Acs.4-36 guntas in Survey No.102/aa, total admeasuring Acs.9-08 guntas situated at Mazidpur Village and Gram Panchayat, Hayatnagar Revenue Mandal, Ranga Reddy District, under registered sale deed bearing document No.411 of 2013 dated 28.01.2013 from its previous owners Mr. Kanumuri Sreerama Krishnam Raju S/o Late Mr. Satyanarayana Raju, and Mr. Satyanarayana Raju S/o Mr. Kanumuri Sreerama Krishnam Raju.

4. It is further submitted that the petitioner was issued Pattadar Pass Book No.582 in respect of the subject property. That after updation of revenue records under the Land Record Updation Program (LRUP), the petitioner applied for mutation of her name in the revenue records in respect of the subject property. As there was inaction on the part of respondent Nos.2 to 4, the petitioner filed W.P. No.22654 of 2021 seeking to declare their action in not updating, rectifying and including the subject property in ‘Dharani Portal’ and ‘Mee Seva’, as illegal and arbitrary. Thereafter, the petitioner sought a direction to respondent Nos.2 to 4 to consider her Dharani Application Reference No.LM2100045627.

5. This Court passed the order dated 20.09.2021 in W.P. No.22654 of 2021, directing the respondent authorities to consider Dharani Application Reference No.LM2100045627 of the petitioner and pass necessary orders. As there was non compliance of the order of this Court dated 20.09.2021, Contempt Case No.1274 of 2022 was filed by the petitioner which was disposed of by the order dated 11.11.2022 directing the respondents therein to consider online application already made by the petitioner through Dharani Portal.

It is submitted that out of the total extent of Acs.9-08 guntas in Survey Nos.101/Aa and 102/aa, the name of the petitioner was recorded as pattadar in the Dharani Portal for an extent of Acs.4-12 guntas in Survey No.101/A, but the extent of Acs.4-36 guntas in Survey No.102/aa is not updated. The petitioner submitted Mutation Application No.2100269152 dated 29.11.2021, which was rejected with a reason that the seller details are not tallied. As the petitioner resubmitted the Mutation Application No.210027275 dated 07.12.2021, again the same was rejected with a reason that the vendor is not the pattadar. The case of the petitioner is that there was no justification on the part of the respondent authorities in rejecting Mutation Applications of the petitioner in respect of the land admeasuring Acs.4-36 guntas in Survey No.102/aa.

It is stated that a part of the land purchased under the document No.411 of 2013 dated 28.01.2013, i.e., land admeasuring Acs.4-12 guntas in Survey No.101/A situated at Mazidpur Village and Gram Panchayat, Abdullahpurmet Revenue Mandal, Ranga Reddy District, was already entered in the name of the petitioner. It is submitted that the petitioner, on being advised, submitted fresh Mutation Application No.2400001475 dated 24.01.2024 through Dharani Portal in respect of the land admeasuring Acs.4-36 guntas in Survey No.102/aa of Mazidpur Village and Gram Panchayat, Abd
