ORDER:
In this writ petition, the petitioner is challenging the proceedings in No.A5/2686/2007, dated 18.04.2012 issued by the respondent No.1-District Collector, Warangal, in imposing the major penalty of withholding of two annual grade increments with cumulative effect against the petitioner including treating the period of suspension as ‘eligible leave’ without holding any enquiry, as illegal, arbitrary and contrary to the Andhra Pradesh Civil Services (Classification, Control & Appeal) Rules, 1991 (for short ‘CCCA Rules’) and to set aside the same and consequently, to direct the respondents to treat the suspension period as ‘on duty’ and to release the consequential benefits to the petitioner and to pass such other order or orders.
