ORAL ORDER:
Heard learned counsel for the petitioner and Mr.L.Ravinder, learned Assistant Government Pleader for Revenue.

Petitioner herein has submitted an application dated 29.08.2025 to respondent No.2 with a request to furnish copies of proceedings in C.C.No.2049/2048/4209/75, dated 28.02.1977 under Section 75 of the Bharatiya Sakshya Adhiniyam , 2023. Despite receiving and acknowledging the said application, respondent No.2 did not act upon the same. Aggrieved by the said inaction of respondent No.2, petitioner filed the present writ petition.
3. It is relevant to note that Rule 11 of the Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short, ‘the Rules, 2025’) deals with the issuance of certified copies of Record of Rights and other Public Documents and the same is extracted below:
“11. Certified copies of Record of Rights and other Public Documents:
(1) The Competent Authority, soon after preparation and updation of Record of Rights, shall make such Record of Rights available in the Bhu Bharati portal and shall be made accessible to the public.
(2) Any person desirous of obtaining certified copy of Record of Rights or any other public documents, may make an application through online in the form made available in Bhu Bharati Portal and pay requisite fees as prescribed in the Schedule - B.
(3) The Tahsildar, shall issue Certified copy or an extract of Record of Rights and other public documents digitally signed by him in accordance with the provisions of section 75 of the Bharatiya Sakshya Adhiniyam , 2023 and sections 4 and 5 of the Information Technology Act , 2000 (Central Act No. 47 of
2023).”

In the light of the same, this Writ Petition is disposed of directing respondent No.2 to consider the application dated 29.08.2025 submitted by the petitioner with a request to issue certified copy of proceedings in C.C.No.2049/2048/4209/75, dated 28.02.1977 under Section 75 of the Bharatiya Sakshya Adhiniyam , 2023 in terms of Rule 11 of the Rules, 2025. If respondent No.2 is not inclined to accept the request made by the petitioner, he shall assign specific reasons, pass a reasoned order and communicate the copy of the same to the petitioner. He shall complete the entire exercise within sixty (60) days from the date of receipt of the said online application.
