ORDER

Heard Dr.J.Vijayalakshmi, learned counsel for the petitioner and learned Asst.Govt.Pleader for Assignment.

2. The petitioner herein has filed an application dated

22.07.2025 with 4th respondent with a request to furnish certified copy of the proceedings / order for change of nature of land from patta to Laoni patta in respect of the land in Sy.No.10 situated at Ameerpet Village, Maheshwaram Mandal, Ranga Reddy District. Despite receiving and acknowledging the said application, 4th respondent did not consider the said request made by the petitioner. Aggrieved by the said inaction of 4th respondent, petitioner filed the present writ petition.

3. Whereas, learned Asst. Govt. Pleader for Assignment, on instructions, would submit that 4th respondent will consider the said representation dated 22.07.2005 submitted by the petitioner and dispose it off in accordance with law.

4. In the light of the same, it is relevant to note that Section

2(4) of the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 (for short, ‘the Act’) deals with certified copy which is extracted below:-

(4) “Certified copy” or “Certified extract” means a copy or extract, as the case may be, certified in the manner prescribed by section 75 of the Bharatiya Sakshya Adhiniyam, 2023 and sections 4 and 5 of the Information Technology Act, 2000 .”

Section 12 of the Ac, deals with copies of record of rights which is extracted below:-

Copies of Record of Rights:- The extract of Record of Rights in the prescribed form shall be made available in an online web portal and certified copies thereof or certified extracts therefrom shall be given to all persons including the credit agencies applying for the same on payment of such fees as may be prescribed.

Rule 11 (1) and (2) of the Telangana Bhu Bharati (Record of Rights in Land) Rules, 2025 (for short, ‘the Rules’) deals with certified copies of Record of Rights and other Public Documents:-

11. Certified copies of Record of Rights and other Public Documents:-

(1) The Competent Authority, soon after preparation and updation of Record of Rights, shall make such Record of Rights available in the Bhu Bharati portal and shall be made accessible to the public.

(2) Any person desirous of obtaining certified copy of Record of Rights or any other public documents, may make an application through online in the form made available in Bhu Bharati Portal and pay requisite fees as prescribed in the Schedule - B.

5. In the light of the aforesaid provisions of the Act and Rules, this writ petition is disposed of directing 4th respondent to consider and dispose of representation dated 22.07.2025 submitted by the petitioner seeking certified copy of the aforesaid proceedings / order. If 4th respondent is not inclined to accept the request made by the petitioner, he shall pass a reasoned order and communicate a copy of the said order to the petitioner. However, he shall complete the said exercise within 30 days from the date of receipt of a copy of the said order.

As a sequel thereto, miscellaneous petitions, if any pending in the writ petition shall stand closed.
