Heard Sri Moosa Ahmed, learned counsel appearing on behalf of the petitioner, Sri T. Sharath, learned counsel appearing on behalf of respondent No.2, Sri S. Abhaya Kumar Sagar, learned counsel appearing on behalf of respondent No.3 and learned Assistant Government Pleader for Medical Health and Family Welfare, appearing on behalf of respondent No.4.
2. The petitioner approached the Court seeking prayer as under:
“…to issue an appropriate writ, order or Direction more particularly one in the nature of Writ of MANDAMUS declaring the action of the respondents No.1 (MRIDS), 2(KNRUHS) and 3(DCI), for issuing the notice dated 06/8/2025 by not considering the representations submitted by the petitioner dated 25/8/2025, and barring the Petitioner from completing her Rotatory internship program for one year i.e., scheduled from 14/7/2025 to 13/7/2026 as illegal, arbitrary, and violative of Articles 14, 19, and 21 of the Constitution of India and set aside the impugned notice dated 06/8/2025 and consequently direct the Respondents Nos.1 to 3 to permit the Petitioner to continue the schedule of Compulsory Rotatory internship program and pass...”.
3. The case of the petitioner in brief as per the averments made in the affidavit filed by the petitioner in support of the present writ petition is as under:
The petitioner joined into BDS Course during the year
2016-2017 in the 1st respondent college and passed BDS final year course on 10.07.2025. Thereafter the petitioner joined compulsory rotatory internship program on 14.07.2025 after appearing in the BDS final year examination held in the month of June, 2025. But on 06.08.2025 the respondent No.1 issued the impugned notice barring the petitioner from continuing the internship program from 25.09.2025 onwards as the petitioner shall be discharged from the course as per the DCI Revised BDS Course Regulations 2007. Aggrieved by the said impugned notice dated 06.08.2025, the petitioner approached the Court by filing the present writ petition.

Sub: Completion of BDS courses as per DCI Revised BDS Course regulations 2007- Reg.
Ms. Chindam Sreya, You have joined our Institute, Malla reddy I nstitute of Dental Sciences, Hyderabad on 25.09.2016 with Registration No. 1602109016 during the Academic Year 2016-2017. You have passed final year BDS examination held during June - 2025 by Kaloji Narayana Rao University. The Final Year BDs Results were declared on 10.07.2025, Compulsory Rotatory I nternship Programme has started from 14.07.2025 onwards and it will be completed by 13.07.2026. As per the DCI Revised BDS Course Regulations 2007, and student who does not clear the BDs course in all aspects within a period of 09 years, including one year compulsory Rotatory Paid Internship from the date of admission shall be discharged from the course.
You will be completing 09 years of study (including Internship) by 25.09.2025. As per the DCI Revised BDS Course Regulations 2007, you will not be clearing the BDS Course within a period of 09 years as your I nternship will be completed by 13.07.2026. As per DCI norms you cannot be allowed to continue in Rotatory I nternship Programme from
25.09.2025 onwards and shall be discharged from the course.
