IN THE HIGH COURT FOR THE STATE OF TELANGANA AT HYDERABAD
K. Sarath, J
Sri. Fahad Bin Sayeed – Appellant
Versus
The State of Telangana Revenue Department – Respondent
WRIT PETITION No.28072 OF 2021

Advocates:
For the Appellants/Petitioners: D. Raghavulu
For the Respondents: S. Sravanthi

Correction of revenue records and mutation of land entries must be sought through the prescribed online ROR portal under the Telangana Bhu Bharati (Record of Rights in Lands) Act, 2025.

Headnote:The matter pertains to the Telangana Bhu Bharati (Record of Rights in Lands) Act, 2025. The petitioner sought to set aside orders dated 08.02.2010 regarding land admeasuring Ac.5.08 cents in Sy.No.22/1 situated at Mahajanguda Village and requested the respondent to consider a representation for correction of revenue records. The court observed that the petitioner had not followed the prescribed online procedure for such corrections. The central issue is whether a representation for the correction of revenue records can be entertained without a formal application through the designated online portal. The court reasoned that any application for correction of entries in revenue records must be made through the ROR portal under the Act, 2025, as per existing rules. this writ petition is disposed of by granting liberty to the petitioner to approach competent authority by making appropriate application through ROR portal under the Act, 2025 for correction of entries in the revenue records.

ORDER:

Heard Sri D.Raghavulu, learned Counsel for the petitioner and Smt. S.Sravanthi, learned Assistant Government Pleader for Revenue appearing for the respondents and perused the material available on record.

Learned Counsel for the petitioner submits that this writ petition is filed by the petitioner seeking setting aside of the orders dated 08.02.2010 passed by the respondent No.4 in proceedings ROR No.4/2010 in respect of the land admeasuring Ac.5.08 cents in Sy.No.22/1 situated at Mahajanguda Village, Kagaznagar Mandal, Adilabad District (presently Komarambheem Asifabad District and further requested to direct the respondent No.2 to consider the represntation of the petitioner dated 30.09.2021 which was received on 01.10.2021.

On the other hand, learned Assistant Government Pleader for Revenue submits that the petitioner without making appropriate application through online Dharani portal for correction of entries in the revenue records, has made representation on 30.09.2021 and filed instant writ petition and the same cannot be considered by the respondents. If the petitioner makes a fresh application as per existing rules i.e. through ROR portal under the Telangana Bhu Bharati (Record of Rights in Lands) Act, 2025 and the rules made thereunder (for brevity, “the Act, 2025), the respondent-authorities will consider the same and pass appropriate orders as per existing rules in accordance with law and requested this Court to pass appropriate orders.

After arguing for some time, the learned Counsel for the petitioner seeks to grant liberty to the petitioner for making appropriate application for correction of entries in the revenue records for issuing pattadar passbooks and title deeds as per existing rules i.e. through ROR portal under the Act, 2025.

In view of the submissions made on either side, without going into merits of the case, this writ petition is disposed of by granting liberty to the petitioner to approach competent authority by making appropriate application through ROR portal under the Act, 2025 for correction of entries in the revenue records. After filing of such application by the petitioner for mutation, the respondent authorities are directed to pass appropriate orders as per law as expeditiously as possible. There shall be no order as to costs.

As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
