Questioning the order No.L&O/LO6/0379/2025 dated

12.12.2025 issued by the respondent No.4, Joint Commissioner of Police (Law & Order) wherein and whereby rejected the application of the petitioner requesting to grant permission to take out “Religious Procession” of Sri Sri Sri Bramaramba Sametha Sri Cheena Mallikarjuna Swamy Temple on the occasion of 225th Annual Celebrations, Keshavagiri, Chandrayanagutta on 15.12.2025 from 1 pm to 8 pm., petitioner filed the present writ petition with a consequential prayer to direct the respondent No.4 to accord

permission to the petitioner for the said procession.

On the other hand, the learned Government Pleader has placed a copy of the written instructions of the Inspector of Police, Chandrayangutta Police Station, wherein it is stated that the request of the petitioner was rejected in view of the fact that the route of procession falls on 15.12.2025 Monday a working day and the same is a large-scale movement of normal traffic, which will cause huge inconvenience to the general public. Furtherance, some miscreants and anti-social elements any may take undue advantage of the situation and may create problems and disturbance resulting in serious threat to law and order and may lead to violence and damage to private and public property. The learned Government Pleader for Home would submit that the route as proposed by the organizers would pass through the mixed communal population and would proceed through narrow streets, which may lead to huge traffic congestion. Keeping in mind the public tranquility and peace and for free flow of traffic movements, the request of the petitioner for procession was rejected.

150 members and they will not go into the narrow streets and they would abide by the conditions to be imposed by the Police to maintain peace and tranquility and traffic issues.

In that view of the matter, recording the submissions made by the learned counsel on either side, with their consent, this writ petition is disposed of directing the respondent No.4, Joint Commissioner of Police (Law & Order), Hyderabad City Police, to accord permission to the petitioner to take out annual Brahmotsavam of Sri Sri Sri Bramaramba Sametha Sri Chenna Mallikarjuna Swamy Devasthanam and religious procession on 15.12.2025 between 6 pm., to 9 pm., restricting the number of participants up to 150 members only. It is made clear that the organizers shall not invite any political leaders and shall not organize/ make any speeches, since it is purely a religious procession and complete the procession between the said agreed timings.

6. Accordingly, this writ petition is disposed of. There shall be no order as to costs.

As a sequel, miscellaneous applications, if any pending, shall stand closed.
