ORDER
This Writ Petition is filed under Article 226 of
Constitution of India seeking the following relief/s:-
“… to issue an appropriate Writ, order or direction more particularly one in the nature of "Writ of Mandamus declaring the inaction of the respondents particularly Respondent Nos.5 & 6 herein, in conducting survey and demarcation of the land admeasuring Acs.5-29 Gts in Sy.No.53/B, situated at Budamarsu Village, Waddepalle Mandal, Jogulamba-Gadwal District, pursuant to the F-Line Application No.DER022501208813, dt: 25-07-2025, as being illegal, arbitrary and unconstitutional apart from being in violation of principles of natural justice and contrary to the provisions of the Telangana Survey and Boundaries Act, 1923 and Rules made thereunder, and consequently, direct the Respondent Nos.5 & 6, to conduct survey and demarcate the subject land of the petitioner by fixing up the boundaries thereof and pass such other order

2. Heard Mr.A.Abhinandan Reddy, learned counsel representing Mr.K.Raghavendra Reddy, learned counsel for the petitioner and Mr.L.Ravinder, learned Assistant Government Pleader for Revenue representing learned Government Pleader for Revenue appearing for respondents.
Perused the record.

Learned counsel for the petitioner submits that the petitioner has submitted F-line application No.DER0225012 08813 dated 25.07.2025 seeking to conduct survey, demarcation and fixation of boundaries in respect of land admeasuring Acs.5-29 Gts in Sy.No.53/B, situated at Budamarsu Village, Waddepalle Mandal, Jogulamba-Gadwal District. Pursuant thereto, survey notice vide File No.231/2025 dated Nil.08.2025 was issued by fixing the date of survey as 18.09.2025. But no survey was conducted by respondent No.6. Later, another notice vide File No.231/2025 dated 25.11.2025 was also issued but, no survey was conducted.

He further contends that one person namely Gogineni Suresh had filed Suit vide O.S.No.149 of 2025 against the petitioner and her husband seeking for the relief of Permanent Injunction in respect of lands admeasuring Ac.0.29 gts in Sy.No.53/C/1 and Ac.0.30 gts in Sy.No.53/C/2. It is stated that the said Suresh filed I.A.No.542 of 2025 seeking the relief of ad-interim Injunction in respect of the said lands and obtained ex-parte orders. He further states that the said Suresh is obstructing to conduct survey in respect of the said lands. Therefore, he seeks indulgence of this Court, to pass appropriate orders.
5. Learned Assistant Government Pleader for Revenue contends that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioner, by following the due procedure laid down under law and conduct survey and demarcation of the subject lands by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, 1317 Fasli (Act No. VIII of 1317 Fasli), the Telangana Survey and Boundaries Act, 1923, and the Rules framed thereunder. The Government has issued various circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.N1/6543/99, dated 25.07.2001, Rc.No.N1 /1408/07, dated 13.07.2007, and Rc.No.N2/1741/2010, dated 18.05.2010 stipulating the conditions for condu
