This Writ Petition is filed praying this Court to declare the

action of respondent Nos.3 to 5 in not considering the online application bearing No. GLM2300002636, dated 10.10.2022 submitted by the petitioner seeking for issuance of e-pattadar passbook in respect of the land admeasuring Ac.0.06 guntas in Sy.No.229/A; Ac.0.03 guntas in Sy.No.233/A; Ac.0.03 guntas in Sy.No.278/65/Aa; Acs.2.22 guntas in Sy.No.305/Aa, situated at Polkampally Revenue Village Shivar, Ibrahimpatnam Mandal, Ranga Reddy District in terms of the mutation proceedings No.B/4266/2004, dated 25.08.2004, as illegal, arbitrary, unjust

and violative of Articles 14, 15, 21 and 300-A of the Constitution of India and consequently, prayed for other appropriate reliefs.

Heard Sri A.Suhas Chary, learned counsel representing Sri Rapolu Bhaskar, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents and with their consent, this writ petition is being taken up for disposal at the admission stage.

Learned counsel for the petitioner would submit that the petitioner is the owner and possessor of the land admeasuring Ac.0.06 guntas in Sy.No.229/A; Ac.0.03 guntas in Sy.No.233/A; Ac.0.03 guntas in Sy.No. 278/65/Aa; Acs.2.22 guntas in Sy.No.305/Aa situated at Polkampally Revenue Village Shivar, Ibrahimpatnam Mandal, Ranga Reddy District. Learned counsel for the petitioner would further submit that the petitioner’s father was issued pattadar passbook vide Patta No.181 and after the death of his father, the name of the petitioner was mutated in the revenue records vide Proceedings No.B/4266/2004, dated 25.08.2004 but no pattadar passbook was issued in his favour. Therefore, the petitioner made online application bearing No. GLM2300002636, dated 10.10.2022, before the respondent authorities requesting to issue e-pattadar passbook in terms of the mutation proceedings, dated 25.08.2024. The grievance of the petitioner is that even after receipt of the said application, the respondent authorities did not consider the same.

Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents has not disputed the submission of the online application, dated 10.10.2022 and it is stated that if the said application fulfils all the requirements under law, the respondent authorities would consider the same. 5. Having regard to the submissions made by the learned counsel for the respective parties and since the petitioner has already submitted online application seeking for mutation of his name and consequential issuance of pattadar passbook, this Court deems it appropriate to dispose of this writ petition directing the respondent authorities to examine the petitioner’s online application bearing No.GLM2300002636, dated 10.10.2022 and if the said application has complied with all the requirements of the provisions of the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 consider the same by issuing notice to all the persons interested and after giving sufficient opportunity of personal hearing to them, pass appropriate orders strictly in accordance with law, as expeditiously as possible.

6. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.

As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
