This writ petition is filed seeking to declare the action of the

respondent authorities in not issuing Transferable Development Rights (TDRs) in favour of the petitioner in lieu of his surrender of portion of the Plot No.22, Singareni Colony, Saidabad, Hyderabad, as being illegal,

arbitrary and unconstitutional.

2. Heard Mr. N.Somendra Reddy, learned counsel for the petitioner; Mr. Raparthi Venkatesh, learned Standing Counsel for GHMC, appearing

for respondents No.2 to 4; and perused the material on record.

3. It is submitted that originally, the father of the petitioner was allotted Plot No.22 by the Singareni Collieries Officers’ Co-operative Housing Building Society Limited during his service as Engineer in Singareni Collieries Company Limited. Later, registered sale deed bearing document No.337 of 1983 dated 17.02.19
