With the consent of both the parties, this Writ Petition is

taken up for disposal at the admission stage itself.

2. This Writ Petition is filed, under Article 226 of the

Constitution of India, seeking the following relief:

“…to issue a writ in the nature of Mandamus or any other

appropriate writ order or direction by declaring the action of respondents is not considering the case of the petitioner for promotion as Additional Assistant Engineer on the sole ground of pendency of CC No.8/2024 (FIR No.13/RCT-RRR/2020, dt.18-11-2020), on the file of the court of Hon’ble 1st Additional Special Judge for SPE & ACB case at Hyderabad though he is entitled to be consider for such

promotion in terms of 3(B)(i)&(ii) of APSEB Service Regulation part-III as adopted by TGSPDCL, as illegal arbitrary and unconstitutional being violative of Article 14, 16 &
