Petitioner complains that respondents are not considering Application dated 01.08.2025 for providing electricity connection to his house bearing No. 1-1-62/2 situated at Rajeev Gandhi Nagar, Samithisingaram Gram Panchayat, Manuguru Mandal, Bhadradri-Kothagudem District. 2. It is the case of petitioner that he is the absolute owner and possessor of the mentioned property having purchased the same from Sri Seelam Satyanarayana S/o Laxmaiah through an un-registered sale deed dated 15.06.2020. At the time of purchase, there were two existing electricity service meters bearing Service No. 01105-01720 and Service No.

01105-2039, which were handed over to petitioner by his vendor. Subsequently, the vendor, with mala fide intention, filed Consumer Complaint C.No. 65/2024 before the District Consumer Redressal Commission, Khammam, seeking directions to respondents therein to disconnect the electricity meters, which were still in his name, without making petitioner a party to the proceedings. The Commission, without appreciating the true facts, directed the electricity department to disconnect service connections and accordingly, respondents disconnected the electricity supply.

It is also stated, after disconnection, petitioner submitted an affidavit dated 21.07.2025 and a representation dated 31.07.2025 to Respondent No. 6 requesting a new electricity service connection, but no action was taken. Thereafter, he made the subject Application, paid requisite fee of Rs. 3,070/- to NDPCL. On enquiries by Respondent No. 6, the office of the Panchayat Secretary replied to Respondent No. 5 through letter dated 12.08.2025, confirming that house tax had been paid by petitioner and a ‘No-Objection Certificate’ had been issued for providing the electricity connection. Despite, respondents have not taken any action to process or provide the electricity connection. Hence, the Writ Petition.

In the counter filed on behalf of Respondents 3 to 6 – NPDCL, it is stated that respondents acted strictly in accordance with law and in compliance with the binding orders of the District Consumer Redressal Commission, Khammam, therefore there is no arbitrariness or illegality as alleged by petitioner. It is also stated, petitioner’s claim of ownership based on an unregistered sale deed dated 15.06.2020 purportedly executed by Sri Seelam Satyanarayana, S/o Laxmaiah is a civil dispute, and the electricity authorities are not competent to determine title or ownership between private individuals. They pointed out that the said dispute between petitioner and Sri Seelam Satyanarayana has already been the subject of adjudication before the District Consumer Redressal Commission, Khammam, which passed a binding direction for disconnection of supply.

3.1. It is also stated, fresh Application for a new electricity connection dated 01.08.2025 was duly acknowledged and Respondent No. 6 sought clarification from the office of the Panchayat Secretary, Samithisingaram Gram Panchayat, regarding occupation of the premises and payment of house tax. The Panchayat Secretary replied by letter dated 12.08.2025 confirming tax payment and occupation, however, because a dispute regarding ownership and possession of subject house still exists between petitioner and vendor and because a binding order stands in force, the competent authority kept the Application pending.

4. The 7^th respondent, alleged vendor of petitioner, filed counter stating that he is the absolute owner and possessor of the subject house having two electricity service connections bearing Nos.01105-02039 and 01105-01720 and has been paying electricity charges regularly to the competent authorities.
