With the consent of both parties, this Writ Petition is taken up for disposal at the admission stage itself.

2. This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief:

“…to issue a WRIT OF MANDAMUS, declaring the action of the Respondent authorities in not considering the Petitioner’s representation dated 22.05.2025. and in refusing to consider her valid B.A Degree obtained from Rayalaseema University (Distance Education), and in appointing her only as Office Sub-Ordinate despite her actual educational qualifications, as illegal, arbitrary, discriminatory and unconstitutional, violative of Articles 14, 16 and 21 of the Constitution of India, and contrary to the provisions of the University Grants Commission Act, 1956 and the UGC (Open and Distance Learning) Regulations, 2017 and Consequently, direct the Respondents to consider and dispose of the Petitioner’s representation dated 22.05.2025, by duly treating the Petitioner’s B.A. Degree as valid and recognized, and to consider, appoint and/or regularize the Petitioner in the post of Junior Assistant, with all consequential service benefits including notional seniority, pay fixation, arrears and continuity of service and Pass…”

3. Heard Sri S.V.Ruthvik, learned counsel for the petitioner and Sri N.Sreedhar Reddy, learned Standing Counsel for Telangana State Southern Power Distribution Company Limited, for the respondents.

4. Learned counsel for the petitioner submits that the petitioner was appointed as an Office Subordinate on compassionate grounds and has been working in the said post. However, the petitioner submitted a representation to respondent No.1 on 22.05.2025 requesting consideration of her case for appointment to the post of Junior Assistant instead of Office Subordinate, as she possesses the required qualification of a B.A. degree, which is adequate for the post of Junior Assistant. However, no action has been taken by respondent No.1 so far. Therefore, learned counsel prays this Court to direct respondent No.1 to consider the representation dated 22.05.2025 submitted by the petitioner and pass appropriate orders, within a time-frame to be stipulated by this Court.

Learned Standing Counsel appearing for the respondents submits that the petitioner obtained her B.A. degree through distance mode and, therefore, is not entitled for appointment to the post of Junior Assistant. However, since the representation dated 22.05.2025 is pending consideration, respondent No.1 will examine the same and pass appropriate orders in accordance with law.

Having regard to the submissions made by learned counsel for the respective parties and without going into the merits of the case, this Writ Petition is disposed of, directing respondent No.1 to pass appropriate orders on the representation dated 22.05.2025 submitted by the petitioner, strictly in accordance with law, as expeditiously as possible, preferably within a period of six (6) weeks from the date of receipt of a copy of this order and communicate a copy of the decision to the petitioner.

Miscellaneous petitions pending, if any, shall stand closed.

There shall be no order as to costs.
