ORDER :
This Writ Petition (TR) is filed under Article 226 of the Constitution of India, seeking the following relief:
“…to declare the entire action of the respondents herein, particularly the action of the 1st respondent in not considering the case of the applicant for promotion to the post of Senior Assistant while considering the cases of juniors to the applicant on the sole ground that the applicant herein not possessing the Typewriting Higher Grade in Telugu as highly illegal, arbitrary. unjust improper, and contrary to various judicial pronouncement including contrary to various relaxation of orders of the Govt. and consequently to direct the respondents to consider the case of the application for promotion to the post of Senior Assistant without insisting the qualification of Typewriting Higher Grade in Telugu and pass such other order…”
2. Heard Sri Arvind Kumar Kata, learned counsel for the petitioner and learned Government Pleader for Services-I appearing for the respondents. With their consent, this Writ Petition is taken up for disposal at the admission stage.
3. Learned counsel for the petitioner submits that the petitioner is working as Typist. However, the respondents are not considering the petitioner’s case for promotion to the post of Senior Assistant, while they are considering the cases of the petitioner’s juniors, on the ground that the petitioner has not acquired the Telugu Typewriting qualification. It is further submitted that in the similar circumstances, the Andhra Pradesh Administrative Tribunal, at Hyderabad allowed O.A.No.74 of 2012 and O.A.No.77 of 2012 dated 14.12.2012 directing the respondents to consider the case of the petitioners therein for promotion to the post of Senior Assistant. As such, learned counsel prays this Court to permit the petitioner to make a representation to the respondents redressing his grievance and that the respondents be directed to consider the same and pass appropriate orders, within a reasonable time.

Learned Government Pleader for the respondents submits that since the petitioner has not acquired requisite qualification i.e., Telugu Typewriting, he is not eligible for the promotion to the post of Senior Assistant. However, on receipt of representation from the petitioner, the respondents will consider the same and pass appropriate orders, in accordance with law.
5. Having regard to the submissions made by learned counsel for the respective parties, this Writ Petition (TR) is disposed of permitting the petitioner to make a representation to the respondents ventilating his grievance within a period of two (2) weeks from the date of receipt of copy of this order. Upon receipt of such a representation, the respondents are directed to consider the same, by duly taking into consideration the orders passed in O.A.No.74 of 2012 and O.A.No.77 of 2012 dated 14.12.2012 and pass appropriate orders, strictly in accordance with law, as expeditiously as possible, preferably within a period of six (6) weeks thereon and communicate a copy of the same to the petitioner.
Miscellaneous petitions pending, if any, shall stand closed.
There shall be no order as to costs.
