ORDER:

Heard Ms. Attili Lakshmi Amulya, learned counsel appearing for Mr. Katika Ravinder Reddy, learned counsel for petitioner, Ms. Swapna Madhuri, learned Assistant Government Pleader for Medical, Health & Family Welfare appearing for respondent No.1, Sri T. Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences appearing for respondent Nos.2 and 3, and Sri D. Srinivas Prasad, learned counsel for respondent No.4 College.

2. Petitioner’s offer of admission in respondent No.4 College was cancelled on failure to pay the prescribed fee by 1:00 p.m. on or before 20.11.2025 as per the allotment details, Annexure P.1. According to the petitioner, the first payment was made at about 16:26 p.m. on 20.11.2025 for Rs.7,00,000/- in total Rs.23,10,000/- was paid, but, after the deadline prescribed under the allotment letter. By way of an affidavit, the petitioner has also made a ground that the bank details were furnished only at 2:30 p.m. by the college despite the petitioner approaching the administration around 11:30 a.m. and showing his readiness to complete the admission formalities.

On being specifically asked, both the learned counsel for the respondent College and the respondent University submit that relevant bank details of the institution are not required to be supplied individually to the allotted candidates. Payments are made through the gateway upon a click of the link provided. The admissions were closed at 4:00 p.m. and the seat was allotted to the next meritorious candidate as the petitioner could not pay the requisite fee by the deadline 1:00 p.m. on 20.11.2025.

4. Learned counsel for the respondent College submits that only an amount of Rs.18,00,000/- was paid by the petitioner on 20.11.2025.

5. Learned counsel for the petitioner submits that in the exceptional circumstances, this Court may direct the respondents to entertain the candidature of the petitioner against the vacancy allotted to him.

We are unable to agree to the contention of the learned counsel for the petitioner as this Court in exercise of writ jurisdiction should not lay down cutoff dates or deadlines for completion of admission formalities by the University when such cutoff dates are neither arbitrary nor irrational and uniformly applies to all and one who is eligible. Therefore, no case for interference is made out.

7. The instant Writ Petition is accordingly dismissed.

8. At the end, learned counsel for the petitioner submits that the petitioner may be allowed to represent before the respondent University for entertaining his candidature in any of the stray vacancies which may be left unfilled. It is open for the petitioner to make such a representation before the respondent University by tomorrow i.e., 28.11.2025 which may be considered by the respondent University in accordance with law within two (2) days of its receipt.

Miscellaneous applications, if any pending, shall stand closed. There shall be no order as to costs.
