ORDER
Heard learned counsel for the petitioner and learned Assistant Government Pleader for Home appearing for respondents. With their consent, this writ petition is being taken up for disposal at the admission stage itself.
2. This writ petition has been filed seeking to declare the action of the respondents in confining the petitioner inside the prison cell throughout the day, denying access to open space, fresh air, sunlight, recreational facilities, and not producing the petitioner regularly before concerned courts, as illegal, arbitrary and violative of Prison Rules 738, 296(9), 749 and Articles 14 and 21 of the Constitution of India and a) direct the respondent Nos.1 and 2 to ensure that the petitioner shall not be confined inside the cell during day-time and shall be allowed free movement within the assigned block, as mandated under Prison Rule 738 b) direct the respondent Nos.1 and 2 to shift the petitioner to a block with an open yard, enabling access to fresh air, sunlight and recreational activities including games, as mandated under Prison Rule 296(9) and c) further direct the respondent Nos.1 and
