ORDER
Heard learned counsel for the petitioner and Sri.Somu Srinivas Reddy, learned Assistant Government Pleader for Land Acquisition appearing for respondent Nos.1 to 5. With their consent this writ petition is taken up for disposal at the admission stage itself. 2. This writ petition is filed seeking the following prayer:-
“to declare the action of the Respondents that, without following proper procedure as per The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and without providing livelihood acquiring the petitioner’s land and simply forcing to sign on form (c) Rule 16 document and directing to handover the petitioners agricultural land admeasuring Ac.1-06 Gts in survey No.9/15/A/, Ac.0-28 Gts in survey No.9/16/A/, Ac.1-33 Gts in survey No.9/17/A/ and Ac.0-34 Gts in survey No.9/29/A/, total admeasuring Ac.4-15 Gts, situated at Thimmaipally village, kandukur Mandal, R.R District for Establishment of Industrial Park in favour of TSIIC Limited by respondents is illegal, arbitrary and violate the Article 14 and 300A of constitution of India and besides being opposed to the principles of natural justice and direct the respondents arrange the livelihood land instead of land.”

Brief facts stated in this writ petition are that petitioner claims that his father late Medipalli Mallaiah, was the owner and possessor of land total admeasuring to an extent of Ac.4-15 Gts, i.e., Ac.1-06 Gts in Thimmaipally village, kandukur Mandal, R.R District. The case of the peitotiner is that Government of Telangana (Revenue Department) have been taking steps to acquire the lands at Kandukur Mandal, Ranga Reddy District for establishment of industrial park in favour of TSIIC limited. It is submitted that the Government had already purchased the lands in Kandukur Mandal, but now the Government has decided to acquire more land without following proper procedure as contemplated under law. The main grievance of the petitioner is that petitioner had been cultivating the subject land for past several years and other than the subject land, petitioner is not having any other land and that the respondent authorities without providing alternate livelihood to the petitioner, are trying to acquire the petitioner’s land.
Questioning the same, the present writ petition is filed.

Learned Assistant Government Pleader placed on record instructions issued by Revenue Divisional Officer, Kandukur Division, wherein it is submitted that the LAO/Revenue Divisional officer, Kanduku Division, Ranga Reddy, has submitted proposals under Section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (herein after referred as Act 30 of 2013) and the same was approved by the District Collector, Ranga Reddy and got published in Sakshi telugu daily and Times of India on 12.03.2025. After publication of Form-C Notification, a Gramasabha has been conducted in the village on 19.05.2025. Later the District Collector, Ranga Reddy, has conducted Negotiation Meeting with the land loosers on 15.10.2025 and explained the rules and regulations of the Act, market value particulars and amount payable to the land loosers. In the negotiation meeting, land loosers agreed for compensation for an amount of Rs.51,51,906/- per acre and one developed plot @121 Sq.yards per acre up to 5 Acres as per ceiling aspect. After completion of negotiation meeting, 58 villagers have submitted their consent for acquisition and submitted the E-I and G-III forms.
5. Learned Assistant Government Pleader for Land acquisition further submits that the respondent authorities have followed the procedure as prescribed under the Act 30 of 2013 and further submits that those who have given consent for the acquisition, only their lands are acquired for establishment of Industrial Park and those who have not given consent, the
