ORDER :

The present writ petition is filed by the petitioners under Article

226 of the Constitution of India for the following relief :

“...to issue a writ of mandamus to the respondent No.2 to 3 in not taking action on the representation dt.16.10.2025 and not issuing new e-pattadar pass book by removing from prohibited list in Bhubarathi/ Dharni website errors in Sy.No.366 of an extent of Ac.1.18 Gts., (in the name of Gandla Srinivas, S/o.Gandla Rajamallu) and Sy.No.366 to an extent 29/½ (in the name of Gandla Thirupathi S/o.Mallaiah), at Rukmapur village, Choppadandi mandal, Karimnagar district is illegal, arbitrary and violative of Article 21 & 300 A of the constitution thereby consequently direct the respondents No.2 to 3 to issue new pattadar passbooks by removing from prohibited list in Bhubarathi/ Dharni website error s in respect of land in Sy.No.366 of an extent of Ac.1.18 gts., (in the name of Gandla Srinivas S/o.Gandla Rajamallu) and Sy.No. 366 to an extent 29 (in the name of Gandla Thirupathi S/o.Mallaiah), at Rukmapur village, Choppadandi mandal, Karimnagar dist...”

2. Heard Sri Pochaiah Dorishetti, learned counsel for the petitioners and Sri L.Ravinder, learned Assistant Government Pleader appearing on behalf of learned Government Pleader for Revenue Sri K.Muralidhar Reddy.

The learned counsel for the petitioners submits that late Sri Gandla Rajamallaiah, father of the petitioners, along with his brothers late Sri Gandla Mallaiah, late Sri Gandla Mondaiah and Sri Gandla Narayana, were the original pattedars and possessors of agricultural land in Survey No.366, admeasuring Ac.5.36 Gts., situated at Rukmapur Village, Choppadandi Mandal, Karimnagar District. After their demise, the petitioners, being the legal heirs, inherited and continue to cultivate the said property. The pattadar passbook issued on 30.06.1995 and pahanis from 1955–58 to 2013–14 consistently reflect the name of the petitioners’ father as owner and possessor. Dharani/Bhubarthi portal has failed to display the petitioners’ names and has wrongly included the land in the prohibited list. Despite filing a representation dated 16.10.2025 seeking rectification, the authorities have not taken any action. Changes in the Dharani records were made without notice, enquiry, or verification of possession, as evidenced by the panchanama dated 07.01.2025, which clearly shows the petitioners’ cultivation. All relevant records, including ROR entries and the old pattadar passbook, were duly submitted to the authorities during Dharani system’s implementation. The petitioners have requested correction of Dharani errors and issuance of new e-Pattadar Passbooks for the land admeasuring Ac.1.18 Gts., in the name of Sri Gandla Srinivas, S/o.Gandla Rajamallaiah and Ac.0.29 Gts., in the name of Sri Gandla Thirupathi, S/o.Gandla Mallaiah, but no action has been taken. Having no efficacious alternative remedy, the petitioners are constrained to approach this Court under Article 226 of the Constitution of India.

The learned Assistant Government Pleader, representing learned Government Pleader for Revenue submits that the respondents have received the representation dated 16.10.2025 from the petitioners and the same is under due consideration. Necessary verification of records and field enquiry will be conducted and appropriate action will be taken in accordance with law.

In view of the submissions made and having regard to the material placed on record, this Court is of the opinion that the grievance of the petitioners pertains to non-updation of their names in respect of land in Sy.No.366 of Rukmapur Village, Choppadandi Mandal, Karimnagar District. Since the respondents have stated that the petitioners’ representation dated 16.10.2025 is under consideration and necessary verification is being undertaken, this Court deems it appropriate to dispose of the writ petition, directing the respondents to consid
