Mr. Tandra Ramesh, learned Assistant Government Pleader for Health, Medical and Family Welfare Department, appearing for respondent No.1 and Sri T.Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences, appearing for respondent No.2 (hereinafter referred to as, “the University”).

2. With the consent of the learned counsel for the parties, the matter is heard finally.

3. Petitioner seeks consideration of his prayer for registration and exercise of web option for admission to MBBS/BDS course under management quota ‘B&C’ category and participation in the ongoing counselling process for the academic year 2025-26.

4. Petitioner, a resident of Telangana State, appeared in the National Eligibility –cum-Entrance Test (NEET) UG 2025 for admission to MBBS/BDS course, and secured All India Rank 278415. Petitioner contends that he submitted an application for admission into MBBS/BDS course, for the academic year 2025-26, under ‘A’ category with requisite fee before the cut-off date. However, due to inadvertence, he could not register for admission into MBBS/BDS course, under ‘B&C’

category.

5. Learned counsel for the petitioner submits that the petitioner has approached this Court since, even after approaching the University, his request was not entertained. He prays that the respondents be directed to consider the case of the petitioner in line with similar order dated 06.10.2025, passed by this Court, in W.P.No.30299 of 2025.

6. Learned Standing Counsel for the University has referred to the notification dated 22.09.2025. It is submitted that the note and instructions to the candidates, categorically specify that the candidates in the final merit list, who do not exercise web options in the first phase of counselling, shall not be eligible to exercise web options in the subsequent phase of counselling to prevent seat blocking. Petitioner is one such candidate, who has not exercised his web options in the first round of counselling nor has opted for admission into MBBS/BDS course under ‘B&C’ category, where after only he could avail the remaining seats under the said category. He submits that the corrigendum dated 04.10.2025 and 06.10.2025 permits fresh registrations only to such candidates, who had exercised web options. Therefore, the petitioner does not fit in the said category. He, however, submits that if the petitioner makes a representation, the University would consider it in accordance with law.

Having considered the submissions of learned counsel for the petitioner as also the learned Standing counsel for University and having regard to the above facts and circumstances, petitioner is allowed liberty to make a representation before respondent No.2-University in respect of his claim for registration and exercise of web option for admission into MBBS/BDS course, for the academic year 2025-26, under ‘B&C’ category. On receipt of such representation, the University would consider the same in accordance with law within a period of two days.

8. If the University allows the petitioner to register and exercise his web option, his case shall be considered in the unfilled seats in the mop-up round.

9. Let it be made clear that we have not expressed any opinion on the merits of the case.

10. Accordingly, the Writ Petition is disposed of. No costs.

As a sequel, miscellaneous petitions, pending if any, stand closed.
