Ms. P.K.Kalyani, learned counsel represents Mr. Gopala Rao Amancharla.V, learned counsel for the petitioner; Mr. R.Nagarjuna Reddy, learned Assistant Government Pleader for Health, Medical and Family Welfare Department appears for respondent No.1 and Mr. T.Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences, appears for respondent No.2 (hereinafter referred to as, “the University”).

3. Petitioner, a resident of Orissa State, obtained registration for admission to MBBS/BDS course, under management quota, for the academic year 2025-26. He had obtained 169 marks out of 720 with All India General Category Rank 952103. Petitioner contends that he submitted an application for admission into MBBS/BDS course, for the academic year 2025-26, under ‘NRI’ quota with requisite fee on 19.09.2025.
