In this Writ Petition, the petitioner is challenging the notice issued by the 6^th respondent dt.12.09.2025 as illegal and arbitrary and is further seeking a direction to respondents 4, 7, 8 and 9 not to take any coercive steps against the petitioner pursuant to the said notice.

2. Learned Senior Counsel appearing for the petitioner submitted that the petitioner had given his rice mill on lease and the lessees had misappropriated the custom milled rice for their personal gain and did not supply the custom milled rice to the respondents for the seasons of Rabi 2022-23 and Kharif 2023-24 and the first notice issued by the respondents for the same is only in the year 2025. It is submitted that the petitioner was not aware of the said misappropriation and now he is trying to take steps to recover the sums from the lessees. He submitted that the petitioner is not having financial resources to pay the sum of Rs.6,38,51,793/-.
