ORDER:

Aggrieved by the inaction of the respondents in issuing the Hall Ticket to the petitioner to appear in the written examination scheduled to be held on 13.07.2025, for the post of Under Manager, E-2 Grade (Internal) vide recruitment notification in Ref.No.CRP/PER/R/2024/276 dated 14.03.2024, and consequently to direct the respondents to issue the Hall Ticket to the petitioner and also to permit him to participate further in the recruitment process.

2. While ordering notice before admission on 11.07.2025, this Court granted an interim order, which reads as under:

“Respondent authorities are directed to allow the petitioner to write the examination which is going to be conducted on 13.07.2025. In the event of the petitioner got through the examination, his result shall not be announced till disposal of the present writ petition.

It is made clear that the petitioner should not claim the post if he fails to prove his eligibility, even if he gets cent percent marks in the examination.”

3. Sri P.V.L. Bhanu Prakash, learned counsel appearing for the petitioner, submits that in pursuance of the aforesaid interim order of this Court, the petitioner was permitted to appear in the written examination. However, without announcing his results, a provisional merit list was published by the respondents on 13.07.2025, wherein, the petitioner’s name was not included.

4. Sri C. Raman Kumar Reddy, learned Standing Counsel, appearing on behalf of the respondents, produced in sealed cover, a copy of the marks memo of the petitioner, and submits that the petitioner secured 69.10 marks, whereas, the last meritorious candidate under B.C.(E) category had secured 71.15 marks. Hence, the petitioner’s name has not been included in the merit list.

5. In view of the above, since the petitioner, having secured lesser marks than the last meritorious candidate under B.C.(E) category, is not within the zone of consideration, this Court is not inclined to grant him any relief. As such, the present writ petition is liable to be dismissed.

6. Accordingly, the Writ Petition is dismissed. However, the petitioner is always at liberty to challenge the selection of a lesser meritorious candidate, if any.

Miscellaneous applications, if any, pending in this writ petition, shall stand closed. No costs.
