ORDER:
Heard learned counsel for the petitioner and Sri.L.Ravinder learned Assistant Government Pleader for Revenue.
2. According to the petitioner, his father late Kistanna was absolute owner and possessor of land admeasuring Ac.3.00 gts in Sy.No.323/E situated at Wanaparthy District. Out of Ac.3.00 gts of land, Ac.1.00 was gifted under Registered Gift Settlement Deed document bearing No.1005 of 1998 dated 01.05.1998 to the petitioner. The petitioner is in possession of the said property. He has submitted an online application dated 19.05.2025 vide transaction ID No.222288000011972 to 3rd respondent with a request to mutate his name and issue e-pattadar passbook. He has also submitted an application dated 19.06.2025 vide application No.04130090010 to the 3rd respondent during Revenue Sadassu with a similar request. On receipt of the said online application and aforesaid application submitted during Revenue Sadassu, 3rd respondent sought for report from 4th respondent. The 4th respondent has conducted panchanama dated 10.07.2025 and submitted a report to 3rd respondent. The said panchanama and survey report are different and there is variance. The 3rd respondent has considered the aforesaid Registered Gift Settlement Deed executed by petitioner’s father and also the pahani copy in revenue records. Even then, 3rd respondent is not disposing of the aforesaid online application and also the application submitted by the petitioner during Revenue Sadassu. Aggrieved by the said inaction of 3rd respondent, the petitioner has filed the present writ petition.

Whereas, the learned Assistant Government Pleader for Revenue, on instructions, would submit that there is variance with regard to surname of petitioner’s father i.e., in the Gift Settlement Deed it is mentioned as Boya Kistanna whereas in the pahani copy, it is mentioned as Boyamandal Kistanna. However, it is for the 3rd respondent to consider and correct the same in the revenue records.

In the light of the said submissions, this Writ Petition is disposed of, directing 3rd to consider the online application dated 19.05.2025 vide transaction ID No.222288000011972 and dispose of the same, strictly in accordance with law, by putting the petitioner and all other interested parties on notice and affording them an opportunity. If respondent No.3 is not inclined to accept the request made by the petitioner, he shall pass orders assigning specific reasons and communicate a copy of the same to the petitioner. He shall complete the entire exercise within sixty (60) working days from the date of receipt of a copy of this order. There shall be no order as to costs.
As a sequel, miscellaneous petitions pending, if any, shall stand closed.
