THE HON’BLE SRI JUSTICE PULLA KARTHIK WRIT PETITION No.24087 OF 2025

O R D E R:

With the consent of the parties, this Writ Petition is taken up for disposal at the admission stage itself.

2. This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief:

“…to issue a writ order or direction especially one in the nature of writ of mandamus declaring that a) the action of the Respondents in seeking to fill up the post of LFL HM / PSHM with the Secondary Grade Teachers who are having Diploma Education (D.Ed) and not considering the case of the Petitioners (Secondary Grade Teachers) with B.Ed qualification is illegal, arbitrary and discriminatory violating Article 14 & 16 of the Constitution of the India.

b) further declare that the Respondents shall consider the case of the Petitioners for promotion to the post of LFL HM / PSHM in ensuing promotions.

c) the Respondents shall forthwith consider the representation dated 08.08.2025 and make promotions to the post of LFL HM / PSHM with the Secondary Grade Teachers who are having qualification of Graduation with B.Ed also d) and pass…”

3. Heard Sri Srinivasa Rao Madiraju, learned counsel representing Sri Rama Rao Kilaru, learned counsel for the petitioners and learned Government Pleader for Services-I for the respondents.

4. Learned counsel for the petitioners submits that the petitioners are currently working as Secondary Grade Teachers in Karminagar, Jagtial, Peddapalli and Rajanna Siricilla Districts, they were appointed pursuant to DSC 2001-2002 notification and they possess B.Ed qualification. Therefore, the petitioners made a representation to respondent No.2 on 08.08.2025 with a request to consider their B.Ed qualification for promotion to the post of LFL HM and the same is pending consideration. Hence, learned counsel prays this Court to direct respondent No.2 to consider the representation, dated 08.08.2025, submitted by the petitioners and pass appropriate orders, within a stipulated period of time.

5. Learned Government Pleader for the respondents submits that respondent No.2 will consider the representation of the petitioners, dated 08.08.2025, and pass appropriate orders, in accordance with law.

6. Having regard to the submissions made by learned counsel for the respective parties and without going into the merits of the case, this Writ Petition is disposed of directing respondent No.2 to consider the representation, dated 08.08.2025, submitted by the petitioners and pass appropriate orders, strictly in accordance with law, as expeditiously as possible, preferably within a period of four (4) weeks from the date of receipt of a copy of this order and communicate a copy thereof to the petitioners.

Miscellaneous petitions pending, if any, shall stand closed.

There shall be no order as to costs.
