This Writ Petition, under Article 226 of the Constitution of India, is filed seeking the following relief:
“…to issue an appropriate writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of respondent Nos.1 to 4, having adopted and implemented the Government of India’s New Pension Scheme in not adopting the guidelines of the Official Memorandum dated 17.02.2020 issued by the Deputy Secretary to Government of India vide Ref.No.57/04/2019-P&PW(B), and official memorandum under referenceNo.57/05/2021-P & PW(B) dated 03.03.2023, is nothing but arbitrary, illegal, violative to Articles 14, 16, 19, 21 and 300A of Constitution of India, and consequently direct the respondents to adopt and implement the guidelines of the Official Memorandum dated 17.02.2020 and 03.03.2023, either by making adopting or modifying the Telangana State Revised Pension Rules 1980 or to issue Official Memorandum alike with the Government of India Official Memorandum dated 17.02. 2020&03.03.2023, so as to give effect to the petitioners herein…”

The brief facts of the case are that pursuant to the Notifications, dated 05.05.2004, 30.04.2004, 29.04.2004, 17.02.2004, 05.09.2000 and 22.01.2004 issued by respondent Nos.6 to 11 respectively to fill up the posts of Examiner, Typists, Attenders / Process Servers, Personal Assistant, Copyist, etc. by direct recruitment, the petitioners applied, appeared for written examination and qualified in the said examinations. Petitioners herein were appointed to the post to which they applied in respect of the vacancies that arose prior to 31.08.2004 by direct recruitment. The details of the Notifications, name of the post, date of appointment etc., which are necessary for disposal of this writ petition, are extracted below:

3. Petitioner No.1 was appointed as Junior Assistant on
23.06.2005 pursuant to the Notification, dated 05.05.2004;
petitioner Nos.2 to 4 were appointed as Typists on 18.08.2004, pursuant to the Notification, dated 30.04.2004; petitioner Nos.5 to 11 were appointed as Attenders / process Servers on 20.08.2005, pursuant to the Notification, dated 29.04.2004; Petitioner No.12 was appointed as Personal Assistant on 02.12.2004 pursuant to the Notification, dated 17.02.2004 and later she was selected and appointed as Court Master in the High Court of Andhra Pradesh through proper channel, pursuant to the proceedings vide ROC No.4591/08 Estt., dated 22.12.2008 and joined on 29.12.2008 AN; petitioner No.13 was appointed as Attender on 19.12.2005 pursuant to the Notification, dated 05.09.2000 and on his request he was transferred from the Unit of Kurnool to the Unit of Warangal vide proceedings, dated 28.08.2012 and accordingly appointment order was issued on 19.12.2005 by the District Judge, Kurnool; petitioner No.14 was appointed as Copyist on 26.1.2005 pursuant to the notification on 22
