ORAL ORDER:
Heard Mr.Pasala Jojappa, learned counsel for the petitioner and learned Assistant Government Pleader for School Education appearing for respondent Nos.2 to 4.
2. Petitioner herein is a Practicing Advocate. He filed the present writ petition to declare the inaction of respondent Nos.1 to 5, especially, respondent No.4 in not acting upon the petitioner’s complaints dated 07.05.2025 and 13.06.2025 as illegal.
3. Petitioner is not an aggrieved party. According to him, he has not collected information before submitting the complaints dated 07.05.2025 and 13.06.2025. He is placing reliance on G.O.Ms.No.56, Home (Services IV) Department, dated 26.07.2019 and judgment of the Hon’ble Apex Court in Writ Petition (Civil) No.483 of 2004. He has not made the Schools as parties to the writ petition and he has not mentioned specific allegations against the said Schools. Therefore, this Court is of the view that the petitioner is not an aggrieved party. The present litigation is in the nature of Public Interest Litigation (PIL).
4. In the light of the aforesaid principle and discussion supra, this Writ Petition is dismissed granting liberty to the petitioner to file PIL.
