ORDER:
Heard Sri. S.S.N. Moorthy, learned counsel appearing on behalf of the petitioners, learned Assistant Government Pleader for Services-I I , appearing on behalf of respondent Nos.1 and 2.
2. The petitioners approached this Court seeking the prayer as under:
“…to issue a writ order or direction more particularly in the nature of writ of Mandamus declaring the inaction of the First and Second Respondents in not considering the Representation of the Petitioners Dated 11-04-2023 in which they requested to consider their Previous Service on contract Basis from the year 2003 to 2014 for the purpose of Pensionery benefits as per Law and not considering it is illegal, contrary to Articles 14 16 and 21 of the Constitution of India and against the principals of natural justice, contrary to the Judgment of this Honble Court Cited in 2010(2)ALD 165, contrary to an Order of this Honble Court in W.P. No.11735 of 2019 and for consequential relief and consequently to direct the Respondents to consider their representation Dated 11- 04-2023 as per Law and to pass...”.
3. The case of the petitioners in brief as per the averments made by the petitioners in the affidavit filed by the petitioners in support of the present writ petition is as under:
The petitioners were appointed as Panchayat Secretaries on contract basis from 27.06.2003. The petitioners made several requests to the Esteemed authorities for regularization and finally the Government accepted the request of the petitioners and similarly situated persons to regularize the services of the Panchayat Secretaries and Government issued G.O.Ms.No.379, Panchayat Raj and Rural Development (MDL.II) Department dated 14.08.2013 for regularization of contract workers. But some District Collectors adopted a separate method by calling for the applications from all the general eligible candidates. Aggrieved by the said action, several Panchayat Secretaries approached Administrative Tribunal and the Tribunal allowed the said applications and the petitioners’ services were regularized from 31.01.2014. The petitioners submitted a representation dated 11.04.2023 to consider their previous service on contract basis from the year 2003 to 2014 for pensionery benefits but the request of the petitioners had not been considered by the respondents as on date. Aggrieved by the same, the petitioners, approached the Court by filing the present writ petition.

The learned counsel appearing on behalf of the petitioners submits that the subject issue in the present writ petition is squarely covered by the order of this Court dated 24.11.2022 passed in W.P.No.7343 of 2019 and the order dated 29.04.2025 passed in W.P. No.10600 of 2023 therefore the petitioners herein are entitled for the same relief as extended to the petitioners in W.P. No.7343 of
2019 and W.P.No.10600 of 2023.

The learned counsel appearing on behalf of the petitioners contends that under similar circumstances in pursuance to the order dated 20.06.2017 passed by a division bench of this Court in W.P.No.17700 of 2016 the same was implemented by the concerned respondents vide Lr.No.6047/ CRP&RE/ C-2/ 2018, dated 10.10.2018 and also communicated the same to one Sri P.Dasharadham who was the applicant in O.A.No.5624 of 2015 vide letter Rc.No.B10/ 4170/ 2015, dated
08.10.2018.
The relevant portion of Division Bench order of this Court dated 20.06.2017 in W.P.No.17700 of 2016, is extracted hereunder:
“Coming to the case of the 1st respondent herein, he filed O.A.No.5624 of 2015 stating that the respondents therein have not counted his past service as Full Time Contingent sweeper as per Government instructions issued in G.O.Ms. No.156, dated 29.04.1983. In the counter affidavit filed by him before this Court, he specifically stated that he was initially appointed as sweeper on 30.04.1982 in the Zillah Praja Parishad Secondary School for Girls, Narsampet, Warangal Distr
