Heard Mr. Pamidighantam Patanjali, learned counsel, representing, Mr. P. Sri Ram, learned counsel for the petitioners, Mr. V. Narsimha Goud, learned standing counsel for Hyderabad Metropolitan Development Authority (HMDA), appearing for respondent Nos.2 and 5, Mr. Putta Krishna Reddy, learned standing counsel for Municipalities, appearing for respondent No.3, learned Assistant Government Pleader for Revenue, and learned Assistant Government Pleader for Irrigation and Command Area Development.

2. Grievance of the petitioners is that several representations were submitted by them from 2019 requesting respondent authorities to consider their Layout Regularization Scheme (LRS) applications and accord approval, but the same were not considered. Petitioners submitted individual representations to respondent No.2 for regularization of their plots purchased under registered sale deeds from previous owners i.e., Mr. Balki Surya Prakash and Mr. Balki Shiva Prasad.
