ORDER

It is stated that the petitioner is the owner and possessor of the land admeasuring Acs.3.00 guntas in Sy.No.636, situated at Isnapur Village, Patancheru Mandal, Sangareddy Mandal, having purchased the same under two separate sale deeds, dated 04.08.2000 bearing document Nos.4106 and 4107 of 2000. It is the case of the petitioner that his name was reflected in all the revenue records as pattadar and the revenue authorities also issued pattadar pass book bearing No.045231 vide Khata No.989 under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 1971 (for short “the ROR Act, 1971”) and the Rules made thereunder. Therefore, the petitioner has made an application, dated 21.03.2025 in Dharani Portal seeking for issuance of e-pattadar passbook. The grievance of the petitioner is that even after receipt of the said application, the respondent authorities did not consider the same.

2. Considered the submissions made by the learned counsel for the parties and with their consent, this writ petition is being disposed of at the admission stage.

3. Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the respondents, has not disputed the issuance of pattadar passbook in the name of the petitioner. Learned Assistant Government Pleader further submits that the Telangana Rights in Land and Pattadar Passbooks Act, 2020 (for short “the ROR Act, 2020”) was repealed and replaced with the Telangana Bhu Bharati (Record of Rights in Land) Act, 2024 (Act No.1 of 2025) and if the petitioner makes application in Bhu Bharati Portal duly enclosing all the necessary documents seeking for issuance of e-pattadar passbook over the subject land, the respondent authorities will consider the same.

In view of the above submissions, this Court deems it appropriate to dispose of this Writ Petition, permitting the petitioner to make a fresh online application in Bhu Bharati Portal seeking for issuance of e-pattadar passbook over the subject land. In the event of the petitioner making such an application and if the petitioner fulfils all the criteria laid down in the said Bhu Bharathi Portal, the respondents are directed to examine and decide the same in accordance with law. The entire exercise shall be completed within a period of three (03) months from the date of receipt of the petitioner’s application.

5. With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.

6. As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
