WRIT PETITION No.12768 OF 2025

O R D E R:

This Writ Petition is filed under Article 226 of Constitution of India seeking the following relief/s:-

“… to issue Writ, order or direction more in the nature of Mandamus, declaring the inaction of the Respondent in not according affiliation to the Petitioner Cricket Association as it’s member and not allowing the Petitioner Cricket Association to participate in Cricket Tournaments conducted by the Respondent Association and not granting permission to the Petitioner Cricket Association to conduct free Summer Cricket Coaching, as arbitrary, illegal, unjust, contrary to law and violation of Principles of Natural Justice and violation of Articles 14, 16 and 21 of the Constitution of India, and consequently direct Respondent Association to accord affiliation to the Petitioner Cricket Association and direct the Respondent Association to allow the Petitioner Cricket Association to play all Cricket Tournaments conducted by the Respondent scheduled to be held in May, 2025 and direct the Respondent Association to grant permission to the Petitioner Cricket Association to conduct free Summer Cricket Coaching, in the interest of justice and pass such other order or orders …”

2. Heard Mr.Ramesh Bura, learned counsel for the petitioner, Mr.N.Gangadhar, learned Standing Counsel for respondent No.1- Association and Mr.Praveen Kumar, learned Assistant Government Pleader for Sports and Youth Services appearing for respondent No.2.

Learned counsel for the petitioner submits that the petitioner-Association is planning to conduct free Summer Cricket coaching for fifty (50) players scheduled to be started from 01.05.2025; that respondent No.1 is planning to conduct Cricket League matches in the month of May, 2025; that the petitioner has submitted representations dated 08.04.2025 and 27.04.2025 to respondent seeking to accord ‘Affiliation’ to the petitioner-Association and allow them to conduct free Summer Cricket Coaching and Cricket League Matches scheduled to be conducted in the month of May, 2025.

Learned counsel for the petitioner by filing the memo vide Lr.No:NDCAN/NLG/12-1/2023 dated 25.04.2025 seeks permission of the President, Hyderabad Cricket Association (HCA), Hyderabad to participate in the Season Tournaments and League matches conducted by them from the year, 2025. But no permission was accorded to the petitioner till date. In view of the ensuing Summer Vacation, 2025 he seeks indulgence of this Court.

Learned Standing Counsel and learned Assistant Government Pleader in one voice contend that if at all the petitioner has any grievance, he is at liberty to approach the appropriate forum, as per law, to redress its grievance. Hence, learned counsel submit that the Writ Petition is misconceived and seek to dismiss this Writ Petition.

6. Having regard to the submissions of all the learned counsel and upon perusal of the material available on record, this Court does not find any reason/ground to interfere with the relief sought for by the petitioner. Hence, this Writ Petition is liable to be dismissed.

7. Accordingly, this Writ Petition is dismissed. Needless to mention, the petitioner is granted liberty to work out the remedies as available under law. No costs.

Miscellaneous Petitions, pending if any, shall stand closed.
