ORDER:

This Writ Petition, under Article 226 of the Constitution of India, is filed seeking the following relief:

“…to issue an appropriate Writ, order or direction more particularly one in the nature of Writ of MANDAMUS declaring the action of the respondents more particularly the action of the 4th respondent in issuing the proceedings in Endorsement vide Ref.No.B/251/2024, dated 19-08- 2024 as illegal, arbitrary and also contrary to the evidence on record apart from violation of the orders dated 28-06-2024 passed in W.P.No. 16462 of 2024 and further also without jurisdiction and set aside the same and consequently direct the respondents to enter the petitioner name as pattadar and possessor in the revenue records pertaining to the agricultural lands in (1) Sy.No. 203/AA of an extent of Ac.4.16 Guntas, (2) Sy.No. 252/U of an extent of Ac.0.17 Guntas, (3) Sy.No. 254/E of an extent of Ac.0.08 Guntas, (4) Sy.No. 254/ΕΕ of an extent of Ac.0.025 Guntas, (5) Sy.No.256/U of an extent of Ac.0.025 Guntas, (6) Sy.No. 257 of an extent of Ac.0.13.5 Guntas, (7) Sy.No. 314/A of an extent of Ac.7.07 Guntas, (8) Sy.No. 315/E of an extent of Ac.1.18 Guntas, (9) Sy.No. 481 of an extent of Ac.3.19 Guntas, (10) Sy.No. 484/a of an extent of Ac.2.00 Guntas, (11) Sy.No.485/EE of an extent of Ac.1.11 Guntas, (12) Sy.No. 489/AA of an extent of Ac.1.23 Guntas, (13) Sy.No. 495/EE of an extent of Ac.1.29 Guntas, (14) Sy.No. 499/A of an extent of Ac.0.16 Guntas, (15) Sy.No. 500/UU of an extent of Ac.1.01 Guntas, (16) Sy.No. 501/A of an extent of Ac.0.20 Guntas, (17) Sy.No. 503/A of an extent of Ac.1.09 Guntas, (18) Sy.No. 552 of an extent of Ac.0.08 Guntas, (19) Sy.No. 555 of an extent of Ac.0.17 Guntas, (20) Sy.No. 643 of an extent of Ac.0.08 Guntas, (21) Sy.No. 705/A of an extent of Ac.0.23 Guntas and (22) Sy.No. 707/A of an extent of Ac.0.05 Guntas situated at Jabithapur Village, Jagtial Rural Mandal, Jagtial District..”

It is stated that the petitioner is owner and possessor of lands in Sy.No.203/AA admeasuring Ac.4.16 gts, Sy.No.252/U admeasuring Ac.0.17 gts, Sy.No.254/E admeasuring Ac.0.08 gts, Sy.No.254/EE admeasuring Ac.0.025 gts, Sy.No.256/U admeasuring Ac.0.025 gts, Sy.No.257 admeasuring Ac.0.13½ gts, Sy.No.314/A admeasuring Ac.7.07 gts, Sy.No.315/E admeasuring Ac.1.18 gts, Sy.No.481 admeasuring Ac.3.19 gts, Sy.No.484/a admeasuring Ac.2.00 gts, Sy.No.485/EE admeasuring Ac.1.11 gts, Sy.No.489/AA admeasuring Ac.1.23 gts, Sy.No.495/EE admeasuring Ac.1.29 gts, Sy.No.499/A admeasuring Ac.0.16 gts, Sy.No.500/UU admeasuring Ac.1.01 gts, Sy.No.501/A admeasuring Ac.0.20 gts, Sy.No.503/A admeasuring Ac.1.09 gts, Sy.No.552 admeasuring Ac.0.08 gts, Sy.No.555 admeasuring Ac.0.17 gts, Sy.No.643 admeasuring Ac.0.08 gts, Sy.No.705/A admeasuring Ac.0.23 gts, and Sy.No.707/A admeasuring Ac.0.05 gts situated at Jabithapur Village, Jagtial Rural Mandal, Jagtial District, having succeeded the same from her husband, Sandi Reddy Ganga Reddy, who died on 15.04.2020. It is further stated that the name of petitioner's husband reflected in the Pahanis from 1966-1967 (Virasat Patta) and also in subsequent years i.e, 1970, 1971 and 1980 to 1985. It is stated that out of the land to an extent of Ac.4.16 gts in Sy.No.203/AA, an extent of Ac.0.23 gts was illegally mutated in the name of third parties by impersonating her husband’s signature and obtained proceedings from the office of the Mandal Revenue Officer, Jagtial, dated 18.03.1994 and received compensation. It is further stated that the petitioner submitted representation dated 22.03.2024 to the respondent-authorities seeking mutation of her name in the revenue records as pattadar and possessor of the subject lands and for issuance of pattadar passbooks and title deeds.
