HONOURABLE SRI JUSTICE B. VIJAYSEN REDDY WRIT PETITION No.9826 OF 2025 ORDER : (ORAL)

This writ petition is filed by the petitioner seeking to declare the action of respondent No.3 - the Estate Officer, TTD (Tirumala Tirupathi Devasthanam), in issuing the impugned order vide Roc. No.47023(31)/ 75/2022/KM dated 19.03.2025 cancelling his licence awarded for TTD, Kodada, Suryapet District, as being illegal, arbitrary and unconstitutional.

2. Heard Mr. Karunakar Reddy, learned counsel for the petitioner, and Mr. B. Rajeshwar Reddy, learned Standing Counsel for TTD, appearing for respondents No.2 to 5, and perused the material on record. 3. The case of the petitioner is that respondent No.2 invited tenders for issuance of licences for TTD Kalyanamandapam at Kodad, Suryapet District, and the petitioner was declared as successful tenderer. The petitioner has paid licence fee of Rs.45,000/- (Rupees forty five thousand only) and also furnished security of Rs.1,25,000/- (Rupees one lakh twenty five thousand only) towards Earnest Money Deposit (EMD). That agreement dated 19.03.2022 was executed in favour of the petitioner and the petitioner has taken over the possession of the Kalyanamandapam
