ORDER:
This Writ Petition is filed by the petitioner seeking the following relief:
“…to issue a Writ or order or direction, more particularly a Writ of Mandamus declaring the action of the respondents despite of submitting joining report as on 04.12.2024 and subsequent joining report on 06.12.2024 before the 6th and 7th respondents in furtherance of orders of posting issued by the 2nd Respondent vide proceedings Rc.No.3068/E6B/2024/MZI/ dated 02.12.2024 either not paying salary and otherway not issuing any revised posting orders despite of submitting representation dated 04/02/2025 before the 2nd Respondent on the ground that the earlier orders of posting the petitioner at CHC Dharmapuri is not existing due to merging of the post in Telangana Vaidya Vidhana Parishat, Jagtial even though the petitioner herein underwent major surgeries and suffering with multiple complications is as highly illegal arbitrary capricious colourable exercise of power vindictive attitude clear violation of all principles of natural justice B) Further hold that the petitioner herein entitled for salary with effect from the date of submitting joining report dated 04.12.2024 and continuous to pay the same till issuing of revising posting orders in the existing vacancy at Government Medical College Bhupalapally on medical grounds as per the request made by the petitioner vide his representations dated 0.02.2025 C) Consequently to direct the respondent to forthwith pay salary with effect from the date of joining into duty dated 04.12.2024 and also further direct the respondents to issue revised posting orders by duly considering the representations dated 04.02.2025 made to the 2nd Respondent requesting to post as CAS RMO GGH Bhupalapally/Casualty Medical Officer GGH Bhupalapally keeping in view of his health groundsand pass such other order etc…”
2. Heard Mr. G.SivaRadha Krishna Venkateswara Sarma, learned counsel appearing for the petitioner and learned Government Pleader for Medical and Health Department appearing for the respondents.
Perused the material on record.

Learned counsel for the petitioner submits that the present writ petition has been filed by the petitioner challenging the action of the respondent authorities in not paying the salary and failing to issue revised posting orders despite having reported for duty in compliance with the posting order. It is further submitted that the petitioner made a representation on 04.02.2025 requesting him to transfer on health grounds and also release the salary from the date of reporting to duty i.e., from 04.12.2024 to till date. Hence, the writ petition.

Learned counsel for the petitioner further submits that the petitioner was appointed as a Civil Assistant Surgeon (CAS)/Medical Officer under the PwD (Persons with Disability) quota in the Telangana Medical and Health Services under Rule 10(a)(i) of the Telangana State and Subordinate Service Rules, 1996. The petitioner’s appointment was confirmed by the 2nd respondent’s order dated 02.12.2024 vide Rc.No.3068/E6-B/2024/MZ-I and posted him to the Community Health Centre (CHC), Dharmapuri, Jagtial District. However, the CHC, Dharmapuri, as of the date of the posting order, had been merged with the Telangana Vaidya Vidhana Parishat (TVVP) and was no longer under the control of the Directorate of Public Health and Family Welfare (DPH&FW).
5. Learned counsel for the petitioner further submits that following the issuance of the posting order, the petitioner reported to duty on 04.12.2024 before 4th respondent as instructed. In turn, 4threspondent vide movement order dated 04.12.2024 in Rc.No.E1/2198/2024 instructed to report before 5th respondent. Ultimately, the petitioner reported to duty before 6th respondent on 06.12.2024.
