This writ petition is filed by the petitioners seeking to declare the action of respondent No.4 in not including their names in the voters list for the forthcoming Municipality Elections, as being illegal, arbitrary.
2. Heard Mr. Kadaru Prabhakar Rao, learned counsel for the petitioners; Mr. P. Sudheer Rao, learned standing counsel for the Telangana State Election Commission, appearing respondent No.2; and Mr. Putta Krishna Reddy, learned standing counsel for Municipalities, appearing for respondent No.4.

Learned standing counsel for respondent No.4 placed on record written instructions and submitted that Edulapuram Municipality has been recently constituted by fully merging ten (10) Gram Panchayats and partially merging two (2) Gram Panchayats, namely Pallegudem and Pollepalli. The representation of the petitioner dated 04.01.2026 was duly considered and respondent No.4 has deputed concerned officials to conduct field enquiry and submit detail report. As per the enquiry report, petitioners were residing at H.No.8-96, Pallegudem, which does not fall within the Municipal limits as per the final ward delimitation of the newly formed Edulapuram Municipality. Further, as per their voter ID cards, their votes are registered at the same address i.e., H.No.8-96 which is currently under the Pallegudem Gram Panchayat.
4. Learned standing counsel for respondent No.4 produced the voters list with photo identity of Ward No.8 of Pallegudem Gram Panchayat published on 23.11.2025 showing the total strength of voters as 121 which includes the names of the petitioners at Sl.Nos.866 and 867.
5. Learned counsel for the petitioners contended that voters list has been finalized without properly conducting field inspection. The petitioners are residing at H.No.9-17/7/218 of 1st Division of Edulapuram Municipality and not in the property bearing H.No.8-96, Pallegudem.
6. As seen from the above discussion, there are serious disputes with regard to the residence/House address of the petitioners and hence, this Court is not inclined to pass any orders. Suffice to say that the petitioners are at liberty to approach respondent authorities by availing remedy under Section 195-A of the Telangana Municipalities Act 2019 read with Sections 22 and 23 of the Representation of People Act 1950.
7. With the above observations, the writ petition is disposed of.
There shall be no order as to costs.
As a sequel thereto, miscellaneous applications, if any, pending in the writ petition stand closed.
