2. This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief:

“…to issue a writ order or direction more particularly one in the nature of WRIT OF MANDAMUS declaring the action of the respondents in not regularizing the petitioner services retrospectively on completion of five years of service in terms of G.O.Ms.No.212 Finance and planning FW PC III Department dated 22-4-1994 is illegal, arbitrary and unconstitutional apart from violation of principles of Natural Justice and consequently direct the respondents to consider the claim of the petitioner for regularization of his services retrospectively on completion of five years of continuous service in the department w.e.f.
