1. This Writ Petition is filed declaring the action of respondent No.3 in impounding/invalidating petitioner’s Passport No.X4330080 without a written order or reasons thereof, as illegal and arbitrary and consequently to direct respondent Nos.1 to 3 to forthwith provide a copy of the written order, if any, to the petitioner and the statutory basis under which the passport of the petitioner was marked as invalid/retained and in the absence of any valid subsisting order, restore validity and release the petitioner’s passport or in the alternative, issue a fresh passport or enable renewal for a specified period to facilitate travel and immigration compliance or issue an Emergency Certificate on urgent grounds.
