Heard Ms. Attili Lakshmi Amulya, learned counsel appearing for Mr. Katika Ravinder Reddy, learned counsel for petitioner, Ms. Swapna Madhuri, learned Assistant Government Pleader for Medical, Health & Family Welfare appearing for respondent No.1, Sri T. Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences appearing for respondent Nos.2 and 3, and Sri D. Srinivas Prasad, learned counsel for respondent No.4 College.
2. Petitioner’s offer of admission in respondent No.4 College was cancelled on failure to pay the prescribed fee by 1:00 p.m. on or before 20.11.2025 as per the allotment details, Annexure P.1. According to the petitioner, the first payment was made at about 16:26 p.m. on 20.11.2025 for Rs.7,00,000/- in total Rs.23,10,000/- was paid, but, after the deadline prescribed under the allotment letter. By way of an affidavit, the petitioner has also made a ground that the bank details were furnished only at 2:30 p.m. by the college despite the petitioner approaching the administration around 11:30 a.m. and showing his readiness to complete the
