ORDER:

Heard Sri C. Raghu, learned Senior Designated Counsel representing Sri P. V. Ramana, learned counsel appearing on behalf of the petitioner on record, the learned Assistant Government Pleader for Medical, Health and Family Welfare appearing on behalf of respondent Nos.1 and 2, Sri Kuldeep Jadhav, learned counsel representing Sri S. Abhay Kumar Sagar, learned Standing Counsel for the Dental Council of I ndia, appearing on behalf of respondent No.3, Sri T. Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences, appearing on behalf of respondent No.4, and Sri Ravinder Reddy Muppu, learned counsel appearing on behalf of respondent No.5.

2. The petitioner approached this Court seeking prayer as under:

“…to pass an order, direction or writ more particularly one in the nature of Writ of Mandamus questioning the action of the Respondents more particularly Respondent No.5 in issuing the Letter Dated 30.07.2025 not allowing the Petitioner to continue her Rotatory internship programme from 26.09.2025 onwards and discharging her from the BDS course as illegal, arbitrary and unconstitutional being violation of Article 14, 21 Constitution of India and consequently Direct the Respondent Nos. 3 to 5 to permit the Petitioner to complete the remaining Rotatory Internship Programme period till 11.07.2026 at Respondent No.5 College and pass......”

3. The case of the petitioner in brief as per the averments made in the affidavit filed by the petitioner in support of the present writ petition is as under:

i) The petitioner joined Respondent No.5 College in the academic year 2016–2017 to pursue the Bachelor of Dental Surgery (BDS) course on 24.09.2016.

ii) Although the petitioner aspired to become an MBBS doctor, she could not secure a medical seat and consequently suffered from depression and was under psychiatric treatment during the period between 2016 and

2021. The petitioner was unable to clear her first-year examinations until August 2022 and completed her 2^nd, 3^rd and 4^th years without backlog after complete recovery from depression and commenced her rotatory internship only in July 2025.

iii) While the internship was in progress, Respondent No.5 issued a letter dated 30.07.2025 discharging the petitioner from the course on the ground that, as per DCI norms, the petitioner failed to complete the BDS course within the prescribed nine-year period, including internship and the petitioner was required to complete her internship by 25.09.2025 and, therefore, the petitioner was not permitted to continue in the rotatory internship programme from 26.09.2025 onwards. Aggrieved by the impugned letter dated 30.07.2025, the petitioner filed the present writ petition.
