THE HON’BLE SRI JUSTICE N.V.SHRAVAN KUMAR Writ Petition No.17920 of 2025 This writ petition is filed seeking the following prayer:

“…declaring the action of Respondent No 3 in rejecting the Petitioners application for grant of Arms Licence vide order dated 03.05.2025 bearing No.HW3/Arms/2376/2021 without assigning any reasons whatsoever as being wholly arbitrary, illegal, ultra vires the Arms Act, 1959 and violative of the petitioners fundamental rights guaranteed under Articles 14 and 21 of the Constitution of India besides being in gross violation of the principles of natural justice and set aside the same and consequently direct Respondent No.3 to reconsider the application of the petitioner for grant of Arms Licence in strict accordance with the provisions of the Arms Act

2. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Home appearing on behalf of respondents. With their consent, this writ petition is taken up for disposal.

3. The facts of the case in brief as stated are that petitioner is a businessman and that on 08.01.2024, when the petitioner was inspecting one of his properties, he was targeted and physically attacked by one Mr.Pr
