Heard Sri P.Rama Sharana Sharma, learned counsel appearing on behalf of the petitioners Sri T. Venkat Reddy, learned Standing Counsel for Kakatiya University, appearing on behalf of respondents.
2. The petitioner approached the Court seeking prayer as under:
“…to pass an order of direction or Writ in the nature of Mandamus duly declaring the action of the respondents in not clearing the dues pertains to the petitioners for supplying various products during 2013 to 2017 as illegal, arbitrary and against the principles of natural justice and consequently direct the respondents to forthwith clear the bills in terms of the letter by the 2nd respondents, vide No. 207/A5/KU/2017 dated 15.06.2017 in the interest of justice and to pass…”
3. The case of the petitioners, in brief, as per the averments made in the affidavit filed by the petitioners in support of the present Writ Petition is as under:
i) The petitioners are small-scale traders engaged in supply of essential goods such as groceries, vegetables, milk, chicken, rice, electrical items etc., to the 3rd respondent College and its hostels situated at Palvan
