ORDER:

Heard Ms. N.Niyatha, learned counsel for the petitioner and Smt S.Sravanthi, learned Assistant Government Pleader for Stamps and Registration appearing for the respondents. With their consent, this Writ Petition is disposed of at the stage of admission itself.

2. Learned counsel for the petitioner further submits that respondent No.4-Joint Sub Registrar refused to register the pending document No.P.365/2025 presented by the petitioner vide Refusal Order No.222/2025 dated 05.07.2025, basing on the two reasons and the same are extracted as follows:

I. The Survey No.44/4, situated at Maktha Mahaboobpet Village, Serilingampally Mandal, Rangareddy District is classified as “State Government – Sarkari” under Section 22-A(1)(b) of Registration Act, 1908 and the same is prohibited for registration.

II. The open land involved in this pending document is part of bulk land but the required Land Conversion Proceedings (NALA) issued by the Competent Authority as per instructions issued by the Commissioner and Inspector General Registration and Stamps, Telangana in Circular No.G3/3247/2018 dated 01.05.2019 has not been provided.
