ORDER:

Heard Mr. K.V.Bhanu Prasad, learned Senior Counsel representing Mr. Kothapalli Sai Sri Harsha, learned counsel for the petitioner; Mr. Tandra Ramesh, learned Assistant Government Pleader for Health, Medical and Family Welfare Department appearing for respondent No.1 and Mr. T.Sharath, learned Standing Counsel for Kaloji Narayana Rao University of Health Sciences appearing for respondent No.2 (for short ‘the University’).

Petitioner is the mother of the candidate Valluri Pranavi, who has represented before the respondent University through mail on 14.09.2025 with documents to be treated as a ‘Local Candidate’ for admission to MBBS/BDS Course in the Medical institutions of the State of Telangana under Competent Authority Quota for academic year 2025-2026 in terms of advertisement dated 15.07.2025. She claims to fall in the category prescribed under G.O.Ms.No.33 dated 22.07.2024 read with G.O.Ms.No.150 dated 08.09.2025.

Learned counsel for the petitioner submits that for the last consecutive four years, petitioner has resided in the territory of State of Telangana though she has studied for Class-IX in online course from an institution in the State of Andhra Pradesh while staying in Hyderabad, whereas for the next three years i.e., Classes X, XI and XII, she has studied from institutions in Hyderabad. Therefore, her stay being consecutive four years in Hyderabad, she fulfils the requirement prescribed in G.O.Ms.No.33 dated 22.07.2024 read with G.O.Ms.No.150 dated 08.09.2025. Therefore, respondents may be directed to consider her case as a ‘Local Candidate’.

Learned Standing Counsel for the respondent University at the outset submits that the relevant criteria under G.O.Ms.No.33 dated 22.07.2024 read with G.O.Ms.No.150 dated 08.09.2025 require either consecutive study or consecutive stay, not piecemeal. Study for any period in the last four consecutive years preceding the qualifying exam outside the State is only permissible if the parent of the candidate falls in any of the enumerated categories under G.O.Ms.No.150 dated 08.09.2025, which, in the present case, the petitioner does not fulfil. However, he submits her representation shall be considered in accordance with law.

Upon hearing learned counsel for the parties, without making any comments on the merits of the claim of the petitioner, therefore, we dispose of the Writ Petition with a direction to the respondent University to consider her representation in accordance with law, as expeditiously as possible. However, there shall be no order as to costs.

Miscellaneous applications pending, if any, shall stand closed.
