ORDER:

Heard Sri L.Ravi Chander, learned Senior Counsel representing Sri Deepak Misra, learned counsel for the petitioners and Smt S.Sravanthi, learned Assistant Government Pleader for Stamps and Registration appearing for the respondents. With their consent, this Writ Petition is disposed of at the stage of admission.

2. Learned Senior Counsel for the petitioners further submits that respondent No.4-Joint Sub Registrar refused to register the pending document No.P.439/2025 presented by the petitioners vide Refusal Order No.269/2025 dated 17.07.2025, basing on the two reasons and the same are extracted as follows:

I. The Survey No.44, situated at Maktha Mahaboobpet Village, Serilingampally Mandal, Rangareddy District is classified as “State Government – Sarkari” under Section 22-A(1)(b) of Registration Act, 1908 and the same is prohibited for registration.

II. The open land involved in this pending document is part of bulk land but the required Land Conversion Proceedings (NALA) issued by the Competent Authority as per instructions issued by the Commissioner and Inspector General Registration and Stamps, Telangana in Cir
