ORDER

This Writ Petition has been filed seeking the following relief:

“…to issue Writ, Order or Direction or any other appropriate Order one in the nature of a WRIT OF MANDAMUS declaring the action of the Respondents not issuing permission to the Petitioner to discharge his lawful duties of Petitioner as Sajjadah of Khanqah-e-Nooria i.e., (1) on 04.09.2025/11^th Rabi ul Awwal from 07:00 PM to 09: 00 PM after Namaz-e-Maghrib Burdah Shareef and from 09: 00 PM to 02:00 AM Jalsa namely Zahoor-e-Noor is scheduled to be held in premises of Dargah Shareef Noori Shah, Bandlaguda, Hyderabad Qur’aan Khwani, Speeches of Islamic Scholar, next day on 05.09.2025/12^th Rabi Ul Awwal morning after Namaz-e-Fajr prayer Ziyarat e Aasaar e Mubarak at Masjid e Noori Khanqaahe Nooriya, Noori Maskan, Bandlaguda, Hyderabad, (2) on 03.10.2025/10^th Rabi-Ul-Saani after Namaz-e-Maghrib prayer 07:00 PM to 09:00 PM Burdah Shareef is scheduled to be conducted and from 09:00 PM to 02:00 AM Jalsa Faizaan-e-Ghouse Aazam, Dargah Shareef Noori Shah, Bandlaguda, Hyderabad. Next day on 04.10.2025/11^th Rabi- Us-Saani morning after Namaz-e-Fajr-Ziyarat-e-Aassaar-e-Mubarak at Masjid e Noori Khanqaahe Nooriya, Noori Maskan, Bandlaguda, Hyderabad and (3) on 07.10.2025/14^th Rabi-US-Saani after namaz-e- Maghrib from 07:00 PM to 09:00 PM Burdah Shareef, from 09:00 PM to 02:00 AM Jalsa Faizan e Noori at Dargah Shareef Noori Shah, Bandlaguda, Hyderabad. Next day on 08.10.2025/15th Rabi-Us-Saani morning after Namaz-e-Fajr Sandal Shareef from 07:00 AM to 09:00 AM from Khanqaahe Nooriya to Dargah Shareef Noori Shah, Bandlaguda, Hyderabad, pursuant to the Petitioner’s representations dated 29.07.2025 vide Ack No 15212907251838138699, No.15212907251848569208 & No.15212907251844533885 as illegal, arbitrary in violation of principles of natural justice and in violation of Articles 14 and 21 of the Constitution of India and consequently direct the Respondents to issue permission to the Petitioner to discharge his lawful duties of Petitioner as Sajjadah of Khanqah-e-Nooria i.e., (1) on 04.09.2025/11th Rabi ul Awwal from 07:00 PM to 09:00 PM after Namaz-

e-Maghrib Burdah Shareef and from 09:00 PM to 02:00 AM Jalsa namely Zahoor-e-Noor is scheduled to be held in premises of Dargah Shareef Noori Shah, Bandlaguda, Hyderabad Qur’aan Khwani, Speeches of Islamic Scholar, next day on 05.09.2025/12th Rabi Ul Awwal morning after Namaz-e-Fajr prayer Ziyarat e Aasaar e Mubarak at Masjid e Noon Khanqaahe Nooriya, Noori Maskan, Bandlaguda, Hyderabad (2) on 03.10.2025/10^th Rabi-Ul-Saani after Namaz-e-Maghrib prayer 07:00 PM to 09:00 PM Burdah Shareef is scheduled to be conducted and from 09:00 PM to 02:00 AM Jalsa Faizaan-e-Ghouse Aazam, Dargah Shareef Noori Shah, Bandlaguda, Hyderabad. Next day on 04.10.2025/11^th Rabi-Us-Saani morning after Namaz-e-Fajr Ziyarat- e-Aassaar-e- Mubarak at Masjid e Noori Khanqaahe Nooriya, Noon Maskan, Bandlaguda, Hyderabad and (3) on 07.10.2025/14^th Rabi-US-Saani after namaz-e-Maghrib from 07:00 PM to 09:00 PM Burdah Shareef, from 09:00 PM to 02: 00 AM Jalsa Faizan e Noori at Dargah Shareef Noori Shah, Bandlaguda, Hyderabad. Next day on 08.10.2025/15^th Rabi-Us- Saani morning after Namaz-e-Fajr Sandal Shareef from 07:00 AM to 09:00 AM from Khanqaahe Nooriya to Dargah Shareef Noori Shah, Bandlaguda, Hyderabad, pursuant to the Petitioner’s representations dated 29.07.2025 vide Ack. No.15212907251838138699, No.15212907251848569208 and No.15212907251844533885…”.

2. After arguing at length learned counsel for the implead petitioner/respondent No.6 has placed a copy of the permission accorded by the Assistant Commissioner of Police, Chandrayangutta Division, Hyderabad on 27.08.2025 to celebrate events at Dargah Hazrath Syed Ahmed Mohiuddin Jeelani AI Maroof Syed Noori Shah Chisthi Qadri (RA) Noori Maskan, Bandlaguda, Hyderabad on 04.09.2025 from 05:00 PM to 10:00 PM – Rouz-e-Nooria, on 04.09.2025 from 0
