Heard Mr. P. Lakshma Reddy, learned counsel for the petitioner, and Mr. G. Madhusudhan Reddy, learned standing counsel for the GHMC, appearing for respondent Nos.2 to 4.

2. It is submitted that the petitioner is the resident of Prakash Nagar, within the limits of Begumpet (Circle - 30) of the GHMC. In the vicinity of his house, respondent No.5 has made illegal construction and raised ground + three (3) upper floors and a tin shed roof on the fourth floor without obtaining any permission. Further, in the ground floor he has installed four (4) shutters and using them illegally for commercial purposes. The petitioner submitted representation dated 01.05.2025 bringing to the notice of GHMC authorities about the illegal constructions made by respondent No.5. Acting on such complaint, respondent No.4 issued notice under Section 635 of the Greater Hyderabad Municipal Corporation Act 1955 (for short ‘GHMC Act’) to respondent No.5 on 07.05.2025 directing respondent No.5 to furnish the copy of registered ownership document, link documents and sanctioned plan etc., subsequently, show-cause notice vide Notice No.243/TPS/C-30/SBZ/GHMC/2
