O R D E R:

This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief:

“…to issue a Writ, Order or direction more in the nature of Mandamus declaring the action of the respondents in not considering the case of the petitioner for promotion to the post of Deputy Executive Engineer on the ground of registration of F.I.R.01/RCT-ACB- WRL/2023 dt.20.01.2023 without there being any charge memo or charge sheet is issued and served as illegal, arbitrary and violates Article 14, 16 and 21 of Constitution of India and contrary to the G.O.Rt.No.66 GAD dt.30.01.1991 and orders passed by this Court in W.P.No.7808/2024 dt.26.03.2024 and W.P.No.4036/2025 dt.14.02.2025 and consequently declare that the petitioner is entitled for promotion to the post of Deputy Executive Engineer without reference to the F.I.R.No.01/RCT-ACB-WRL/2023 dt.20.01.2023 with all consequential attendant benefits in the interest of justice and to pass…”

2. Heard Sri P.V.Ramana, learned counsel for the petitioner and learned Government Pleader for Services-III appearing for the respondents. With their consent, the
