ORDER:

With the consent of both the parties, this Writ Petition is taken up for disposal, at the admission stage.

2. Heard Mr. R. Anurag, learned counsel representing Ms. L. Sowmya, learned counsel for the petitioners and learned Government Pleader for Services-I appearing for respondents.

Perused the material on record.

3. Learned counsel for the petitioners submit that the petitioners had been working as Guest Faculty in various subjects in various Government Degree Colleges in the State of Telangana, for the last several years.

4. Learned counsel for the petitioners submit that respondent No.2 issued the Proceedings Nos.CCE-GDCS/SPL/MZI-GF/2025 and CCE-GDCS/SPL/MZII-GF/2025, dated 18.07.2025, inviting applications from the eligible candidates for serving as Guest Faculty.

Learned counsel for the petitioners further submit that the petitioners herein after completion of the 2024-25 academic year, have made several representations to respondent No.2, orally as well as in writing on 26.06.2025 to continue them in the current academic year. Respondent No.2, without considering the representations of the petitioners issued the Proceedings dated 18.07.2025. As per the impugned proceedings dated 18.07.2025, all the Government Degree Colleges falling in Zone-I and Zone-II, the recruitment process is going to be completed within a week.

Learned counsel for the petitioners further submit that in 2024, respondent No.2 has issued a similar proceeding dated 27.06.2024 for recruiting temporary guest lecturers all across the State replacing the existing temporary guest lecturers such as petitioners and the same was assailed vide Writ Petition No.17007 of 2024. Further, this Court after perusing the entire record has passed interim orders directing the respondents to consider the case of the petitioners as Guest Faculty of the Degree Colleges.

The operative portion of the Orders are extracted below: "As it is represented by the learned counsel for the petitioners that an attempt is being made to replace one temporary lecturer with another temporary guest lecturer, which is contrary to the law laid down by the Hon'ble Supreme Court in Hargurpratap Singh Vs. State of Punjab And Others, the respondents are directed to continue the petitioners as guest lecturers."

7. Learned Government Pleader for Services-I has not seriously disputed the above said facts and submits that the respondents would consider the representation submitted by the petitioners on 26.06.2025 for re-engaging them as Guest Faculty and pass appropriate orders in accordance with law.

8. Taking into consideration the submissions made by the learned counsel for the respective parties, without expressing any opinion on the merits of the case, the respondents are directed to consider the petitioners’ representation dated 26.06.2025, for re-engagement of the petitioners as Guest Faculty, if there are otherwise eligible and pass appropriate orders in accordance with law.

9. With the above direction, this Writ Petition is disposed of.

There shall be no order as to costs.

Miscellaneous petitions pending, if any, shall stand closed.
