This writ petition is filed seeking to declare the action of the respondent authorities in not releasing the work orders to the petitioners for supply of conservancy articles to the GHMC (Greater Hyderabad Municipal Corporation) as per tender notification No. 1267/H&S/CMO/ GHMC/2013 dated 15.06.2013, despite they being successful bidders, as being illegal, arbitrary and unconstitutional.
2. It is submitted that pursuant to the tender notification No.1267/ H&S/CMO/GHMC/2013 dated 15.06.2013 for supply of conservancy articles, petitioner No.1 participated in the said tender and became the successful bidder. He paid EMD (Earnest Money Deposit) amount of Rs.1,00,000/- (Rupees one lakh only) to respondents No.2 and 3 and the same was encashed in 2013. However, the respondent authorities have not released the work orders despite the petitioners fulfilling all the conditions of the tender notification.
